Britain and France Plan to Send Military Personnel to the Country in the event that a Ceasefire Accord is Reached

The London and Paris have signed a statement of purpose concerning the deployment of military forces in Ukraine should a ceasefire be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has announced.

Subsequent to talks with Ukraine's allies in Paris, he said that the UK and France would "create defense centers across Ukraine and build fortified facilities for weapons and equipment" to discourage any subsequent attack.

The allied nations also proposed that the America would play the primary role in monitoring a truce.

Moscow has consistently stated that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this recent development.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Russian forces at this time controls roughly 20% of Ukrainian territory.

"This is a vital part of our pledge to stand with Ukraine for the duration," commented the UK Prime Minister.

National leaders and top officials from the "Coalition of the Willing" were involved in the Paris negotiations.

He stated at a joint press conference, the Prime Minister added: "It creates the pathway for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the time to come."

The PM also stated that the UK would be involved in any Washington-directed monitoring of a potential cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior American diplomat Steve Witkoff remarked that "durable defense assurances and substantial reconstruction vows are vital to a lasting peace" in Ukraine – alluding to a central demand made by the Ukrainian government.

The negotiator said the coalition had "largely finished" their work on agreeing such guarantees "so that the citizens of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, former American President Donald Trump's representative, also participated in the negotiations.

Separately, French President Emmanuel Macron declared that Ukraine's partners had made "major progress" at the negotiations.

He added that "comprehensive" safety pledges for the Ukrainian government had been reached in the instance of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "major advance" had been made in the negotiations, but qualified that he would only deem efforts to be "adequate" if they culminated in the conclusion of the conflict.

Last week, Zelensky said a peace deal was "largely prepared". Settling the outstanding 10% would "determine the fate of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the center of key disagreements for negotiators.
  • Putin has consistently stated that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, dismissing any concession over how to end the war.
  • The Ukrainian President has to date ruled out surrendering any territory, but has suggested that Ukraine could withdraw its forces to an agreed point – but only if Russia reciprocates.

Russia presently occupies approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led comprehensive proposal that was circulated to the media last year was perceived by Ukraine and its partners in Europe as being heavily skewed in Russia's direction.

This triggered weeks of intensive negotiations – with Ukraine, the US and European leaders trying to revise the draft.

Last month, Kyiv sent the US an updated 20-point plan – as well as distinct documents detailing potential defense assurances and plans for Ukraine's recovery, he added.
